The eagle represents freedom, as well as protection.
There is a shifting of an atmosphere from dark and restraint to being set free and to show love of God.
  
"But those who wait on the LORD shall renew their strength;
 they shall mount up with wings like eagles, 
they shall run and not be weary,  they shall walk and not faint.“
